A kremlin is a citadel at the heart of a Russian city: high brick walls, watchtowers, cathedrals, and the seat of the prince all in one. It is both fortress and statement — a declaration that this city is here to stay, whatever the steppe sends against it.

The Kremlin counts as Walls for all purposes; Russia cannot build ordinary Walls.
Strategy
Russia plants more cities than anyone — cheap Settlers see to that — and every one of them needs two things: defending, and borders that reach the tiles it was founded for. The Kremlin does both in one build. The culture point matters more than it looks: a young frontier city with a Kremlin grows its borders without waiting for Mysticism and a Temple, claiming resources while the garrison sits safe behind stone. Build one in every border city as a matter of course; the defence is the same as Walls, the culture is free.
Historical Background
Dozens of Russian cities grew around kremlins, but Moscow’s is the archetype: first walled in wood in 1156, rebuilt in white limestone after Mongol devastation, and given its current red-brick form by Italian architects in the 1480s under Ivan III. Its walls stretch over two kilometres and have outlasted Tatar raids, Polish occupation, Napoleon’s occupation and retreat, and every change of regime since — the fortress became the enduring symbol of the Russian state itself.
